What Is a Punch List?

How Punch Lists Work

Punch lists are generated through physical walkdowns (site inspections) by construction supervisors, quality inspectors, commissioning engineers, and client representatives. During a walkdown, inspectors compare the installed work against the approved-for-construction drawings, specifications, and project standards.

Any deviation or incomplete item is recorded as a punch item. Items are typically logged in a database or tracking system with the following fields:

Punch List FieldDescriptionExample

Punch List Categories

Punch items are classified by their impact on system handover and safety:

CategoryDefinitionImpact on HandoverExamples
Category AItems that must be cleared before mechanical completionBlocks MC certificateMissing weld, failed pressure test, safety valve not installed
Category BItems that must be cleared before pre-commissioning/commissioningBlocks commissioningMissing insulation, paint defects, incorrect gasket material
Category CItems that can be cleared after start-up (cosmetic or minor)Does not block start-upMinor paint touch-up, non-critical signage, landscaping

Category A items are safety-critical and functionality-critical. No system can be handed over for commissioning until all Category A punch items are cleared. Category B items must be resolved before the system goes live. Category C items are tracked and closed during the warranty/deficiency period after plant start-up.

Punch List Process

The typical punch list workflow in an EPC project follows these stages:

  1. Construction completion: Contractor declares a system or area substantially complete
  2. Walkdown: Joint walkdown by contractor, client, and third-party inspectors
  3. Punch generation: All deficiencies recorded with category, discipline, and responsible party
  4. Remediation: Contractor corrects each item
  5. Verification: Inspector re-inspects and closes the item in the tracking system
  6. MC certificate: When all Category A items are closed, the Mechanical Completion certificate is issued
  7. Commissioning: Proceeds with Category B clearance in parallel
  8. RFSU: Ready for Start-Up issued when all A and B items are closed

Effective punch list management is a key driver of on-time project completion. For more on EPC project execution, see the full guide.
