What Is a Punch List?
How Punch Lists Work
Punch lists are generated through physical walkdowns (site inspections) by construction supervisors, quality inspectors, commissioning engineers, and client representatives. During a walkdown, inspectors compare the installed work against the approved-for-construction drawings, specifications, and project standards.
Any deviation or incomplete item is recorded as a punch item. Items are typically logged in a database or tracking system with the following fields:
| Punch List Field | Description | Example |
|---|---|---|
| Punch item number | Sequential unique ID | P-00125 |
| System/subsystem | Process system the item belongs to | Fuel Gas System |
| Location | Physical location (area, elevation, coordinates) | Area 10, Pipe Rack Level 2 |
| Description | What the deficiency is | Missing support clamp at location 10-PS-042 |
| Category | Priority classification (A, B, C) | B |
| Discipline | Responsible engineering discipline | Piping |
| Contractor | Party responsible for correction | ABC Mechanical Inc. |
| Raised by | Inspector who identified the item | QC Inspector J. Smith |
| Date raised | When the item was identified | 2027-03-15 |
| Target date | Required completion date | 2027-04-01 |
| Status | Open, in progress, closed | Open |
| Closure evidence | Photo, re-inspection, or sign-off | Re-inspection by QC |
Punch List Categories
Punch items are classified by their impact on system handover and safety:
| Category | Definition | Impact on Handover | Examples |
|---|---|---|---|
| Category A | Items that must be cleared before mechanical completion | Blocks MC certificate | Missing weld, failed pressure test, safety valve not installed |
| Category B | Items that must be cleared before pre-commissioning/commissioning | Blocks commissioning | Missing insulation, paint defects, incorrect gasket material |
| Category C | Items that can be cleared after start-up (cosmetic or minor) | Does not block start-up | Minor paint touch-up, non-critical signage, landscaping |
Category A items are safety-critical and functionality-critical. No system can be handed over for commissioning until all Category A punch items are cleared. Category B items must be resolved before the system goes live. Category C items are tracked and closed during the warranty/deficiency period after plant start-up.
Punch List Process
The typical punch list workflow in an EPC project follows these stages:
- Construction completion: Contractor declares a system or area substantially complete
- Walkdown: Joint walkdown by contractor, client, and third-party inspectors
- Punch generation: All deficiencies recorded with category, discipline, and responsible party
- Remediation: Contractor corrects each item
- Verification: Inspector re-inspects and closes the item in the tracking system
- MC certificate: When all Category A items are closed, the Mechanical Completion certificate is issued
- Commissioning: Proceeds with Category B clearance in parallel
- RFSU: Ready for Start-Up issued when all A and B items are closed
Effective punch list management is a key driver of on-time project completion. For more on EPC project execution, see the full guide.
